A good move and makes perfect sense, slower traffic means less serious accidents and less time to clear the road when an accident happens. This translates into less interruption in traffic flow. It may still be congested but at least not totally halted.
This road is very busy with so many exits and merge areas, this makes a 100km/h a bit too much. Besides, I am sure the reduction in speed limit affects only a small stretch of the road that may be close to 10km.
It makes a very slight difference in time needed to travel that short distance...do the math... it takes 7.5 minutes to travel 10km going 80km/h while it take 6 minutes going at 100km/h...I am fine loosing a couple extra minutes of my time if it means I will be driving on a safer road.
