I just sent away the tourist visit visas for my wife and baby yesterday by DHL - the requirement for that was:

2x2 white background fotos - 2 pieces each

3 copies of visa notification

2 copies each of front foto page of passport and back page pf passport showing the barcode

PHP 2550 per application - 7 working days turnaround in Mindanao

5 days turnaround in Luzon

The embassy told me that they only require the NBI Red Ribbon clearance if you are sending a Working Visa for authentication. However, we are yet to exit via NAIA!!!!!
