check as well if the new rule in the visa aunthentication applies to tourist visa. this rule started 4 weeks back. nbi clearance in red ribbon is needed for visa authentication in qatar embassy. dhl can also do the dfa red ribbon authentication in 5-7 working days...  if your wife doesn't have an nbi clearance she needs to apply for one. unfortunately nbi clearance will take a month before release.
