Why do you think that wouldn't happen in Qatar? Some of the biggest thieves I know live in Qatar. They bring in workers from other countries on a minimum wage contract, then when they arrive, they take their passport and make them sign a "new" contract for much less than what was agreed on. If they don't sign it, they are sent back home, already in debt because they had to borrow money to go to Qatar. And the bosses know this.

I see many companies not pay their workers for months and months until the workers simply quit and go home, unable to find any help from the government. (They might burn the buildings, as has happened before!)

I've heard story after story about the maids being turned into slaves, not being paid as agreed, being raped, even killed...

And on the workers side, the people pay them a barely liveable wage in a very expensive country, then expect them NOT to steal to survive? What do YOU think would happen? A guy gets paid $200 a month, and he sees $1500 laptop sitting in a car...

So don't say something stupid like you are shocked, SHOCKED! that something like that could happen in Qatar. Everything happens in Qatar, you're just looking in the wrong places.
