as it is the people at higher levels who submitted bids and those who accepted them, without properly considering their ability to finish the projects successfully. There is obviously corruption involved and that has nothing to do with the labourers.

Another issue is that in the developing world construction is seen completely as an unskilled labour and paid on a scale that doesn't even provide a living wage. In most places in the developed world that is not the case. People are trained in the necessary skills to do the job and wages are paid according to the skill of the labourers. They still may not be the highest paid employees in society but they can make a living wage.
