So I'm sure there's not a problem with that. I know some Filipinos who speak fluent Arabic , maybe bcoz they stayed in an arab country for a long time.

Maybe you should consider that as long that the people conversing understands each other or the person was able to convey what he meant to say...what's the problem with that.

English grammar, pronounciation and diction could be taught at school. Plus as parents, we make sure we correct our offsprings when we know they speak wrong English.
