The only way to determine if it's a decent package is to try and assess your living costs and determine how much you would be able to save. That's what the majority of people are in Qatar for....to save.
It's difficult to fix on a salary as there are so many extras (as others have mentioned) such as education allowance for kids, housing, transport, possibly a furnishing grant etc.
