They've been told they cannot wear abaya at school (it's an all girl school, though that does seem a strange rule to have in Qatar), so maybe the other ladies are just wearing what they usually wear under the abaya or housecoat, I don't know.
But tight shirts/skirts/trousers, buttons straining to restrain your "assets", camel toe issues, wearing black lingerie under white outer garments...these things just boil down to taste and class, IMHO. And they're definite no-no's in the workplace.
