There are many reasons she may have been denied. You never know from day, to day in Qatar what the Ministry has in mind. Most couples have one partner who is the "primary" sponsored staff member. The 2nd spouse (usually the woman) is typically under her husband's sponsorship. It is sexist but that is the way it is here. Once you are here your company's immigration officer should be able to get her under your sponsorship.
If she applied on her own, being Chinese could be the reason she was denied by the "authorities." It is really hard to tell. You should be in consultation with your school's immigration specialist about how to get her an RP once you're settled.
