embarressing for the person to admit it, as they will be harassed by the police as in some Muslim countries, if you report you were raped, you get into more trouble than the rapist does.... besides having to pull 4 witnesses out of no where to prove your innocence...

If there are 4 people standing by and watching a woman being raped, I would hold them just as repsonsible as the rapist... wouldn't you?
