I would suggest going to a very quite place like a building site, or out of town and do it there.
I don't understand though why in Qatar that someone with a learners licence cannot drive with a licenced driver.
Back home in SA a learner driver is allowed to drive with a licenced driver as long as there is a large red "L" placed somewhere visible on the car so that other drivers are aware of them. Also they are only allowed on normal roads, but not on highways.
