Did'nt work of course, the really criminal people always seem to be able to get out, only law abiding people are penalised. I remember when Qatari Ladies passports did not have a photograph, they soon changed the law when a few maids stole cash, jewellery and the Madame's passport and departed in an abaya and hijab. Of course the solution is that everyone should protect their own interests by putting in place safeguards to prevent their employees running off with their money, but until this happens we'll still have sponsorship and exit permits, the simple solutions are the best, no doubt.
