The objective to benefit the Qataris and to make sure that foreigners don't end up owning the whole country. The effect is that the locals become lazy and don't care about advancing themselves. The reduced foreign participation also keeps the place backwards in many ways.
Lots of countries protect their citizens and consumers by setting up various business regulations. I couldn't just set up shop in India unless I had a carload of permits including some sort of business or residency visa for myself.
Qatar (as do all other GCC countries) require a local sponsor - this encourages their citizens to get into business and also gives a tie to this country.
Nothing wrong with it, just a different "hoop" to jump through than some other countries.
Qatar has had an amazing period of development, much depended on foreigners coming here to carry out tasks when there was little local experience to do these. In this process a lot of criminal activity happened as people disappeared having taken money without delivering the required goods and services. The solution, make everyone subject to Qatari sponsorship, requiring permission to leave! Did'nt work of course, the really criminal people always seem to be able to get out, only law abiding people are penalised. I remember when Qatari Ladies passports did not have a photograph, they soon changed the law when a few maids stole cash, jewellery and the Madame's passport and departed in an abaya and hijab. Of course the solution is that everyone should protect their own interests by putting in place safeguards to prevent their employees running off with their money, but until this happens we'll still have sponsorship and exit permits, the simple solutions are the best, no doubt.

Very GOOD law! You are a guest in Qatar. It is not for you to question their laws and regulations.
