in the east & "developeing" countries you respect your boss. you have too. when there is no gap between the boss & the worker there wud be a conflict. the worker must fear the boss. otherwise the worker wud be the boss.
some qataris want to avoid the conflict between boss & worker by controlling the worker at the beginning so that the worker wud not resist nor disobey them.
