That and we are trying to get them to self govern. Unfortunatly its just not working. 200 years of sitting on their asses has made them pretty lazy. And given their allowances and tax free stuff, most of them never leave the reserve, those who do are usually outcasted by the tribe for trying to make something of themselves.
