What is meant by the following message received from METRASH on mobile?

"AN ANNOUNCEMENT (XX-YY-2017) IS REGISTERED FOR PRIVATE VEHICLE -XXXXXX"

Can somebody explain what does mean?

Couple of years back, I used to receive messages from METRASH on my mobile phone which did not concern me at all. Later on, they stopped coming. Just check with the authorities.
