There is no such thing is "best" driving school. Just look at your convenience of getting to the school and back home. Try finding one in the area near your residence. Some schools do provide pickup & drop facility. Check if any of them can give you this service.
In Qatar the international driving license is only valid for six months from the date of arrival in Qatar. After that it will be considered as expired. You have to make new one. Holders are restricted to driving rental vehicles as insurance companies require drivers of privately-owned vehicles to hold a full licence.
Possibly, for a short period but I am not sure for how long. You need to check on this either from the Traffic Police department or from the firm here who issue International Driving Licence. Since you have a QID, it is better for you to get hold of a permanent Qatari Driving Licence.
