Definitely no need for that. Under the new law, you only need an NOC when you have not completed your contract. Once the contract is complete, you can request for transfer through the Ministry of Labor provided that you have sent your employer a notice that you are no longer renewing your contract. Or if you don't want to be bothered with this, you can let your employer cancel your RP and come back on a new visa issued by your new employer. Hope it helps!
