As per Indian Embassy document attestation as below..
Attestation - original document (only after attestation by Ministry of External Affairs, New Delhi Original document + copy.
Apply in consular services form with Passport / Qatar I.D. copy
Passport / Qatar I.D. original QR 38/
Also please note that the original Degree Certificate must attest by Qatar Embassy New Delhi. After that you go to Ministry of Foreign affairs Qatar. This is the only certificate accepted by the Ministry when your profession change or visa renewal for Accountant, Engineers, Doctors, etc;
