Here's a scenario - a restaurant has 20 tables. There are 10 for sheesha, and 10 where sheesha isn't allowed.

All 10 sheesha tables are busy, and let's say 5 of the non-sheesha tables are free. A regular sheesha smoker marches in and demands to sit at the empty non-sheesha table and smoke his favorite grape sheesha.

Do you really think that the wait staff will say to him that he can't sit at that table and smoke sheesha?

This is just as ridiculous as the "laws" which are supposed to stop people from smoking cigarettes inside malls. Works well in theory but will fail miserably in practice.
