the study is not based on qualitative factors like society's wants or needs (that's quite difficult to measure), but on the quantitative indicators that measure the accessibility of economic opportunities, education, health and political empowerment compared to men.
fine, some societies might say that political or even economic participation of women might not be important. however, access to education, health and probability of one's survival should never be based on gender regardless of a country's economic situation imo.
