I wouldn't go so far as to assume it's the case with ALL Arabs. Maybe in certain societies and that too among certain families perhaps.I do know Arab kids who's parents have no such qualms. After all kids will be kids, innocent and playful, and there is a designated time and age for all lessons in life.
That said maybe the mother just didn't like this particular girl hugging her son for personal reasons and made culture as an excuse!
