What you say regarding not watching it is true as this is what we can do at present as the person who has made this film is not under the rule of islamic shariah.
However if the person was living in islamic country and if he made such a film then the punishment would have been death due to blasphemy as per islamic law (and rightly so).
Islam permits rational discussion and debates but if people cross the limits of decency then they need to be dealt in a different way.
