For example if a non Muslim/a Muslim not into hijab was to ask me what is considered modest according to Qatari law, I will answer differently from if they were to ask me what it means in Sri Lanka.
And as a Muslimah, if my near and dear were to want to get into hijab and want to know about modesty in an Islamic point of view ONLY,then I would advice them on the correct etiquette of a woman's dress code in Islam, with proof from the Quran and authentic hadiths. Similarly I'll do the same for strangers seeking my advice or asking my view.
