On top of that smoking is high and locals and many non-western expatriates haven't figured out the purpose of seat belts.
So basically you are saying all those Indian, Pilipino, Africans, South Americans and basically anybody non-white (Because there are loads and loads of Brit-Asians, Arab-Americans etc basically the non-white Europeans who are driving in the streets of Doha every day according to your bigoted judgment they inevitably fall under the non-Western expat category because obviously you haven't checked their ID's or passport so you really have no idea what their nationalities are.)
