It's a contractual obligation between FIFA and the host nation that alcohol MUST be served at the competition venues. There are a heap of other issues that Brazil and FIFA are arguing over.
Whenever FIFA comes in to host an event in a particular country (or countries, if it's a jointly hosted event) they demand that the country pass laws through legislation to controls the venues, intellectual property, sponsorship activity, merchandising, ticketing and so on.
Alcohol sales in venues has been an obligation at all past and will be for all future world cups. This is what all the expats have been scratching their heads about since the decision to host was awarded to Qatar. Why, for instance, did the government ban the sale of alcohol at The Pearl, while at the same time they have invested billions of dollars to host an event where the sale of alcohol is an obligation?
Will the Qataris boycott the World Cup, in the same way they have threatened to boycott Qatar Airways over the provision of alcohol?
