UK..I know many people hired that certain nationality paying that amount...and they said its now 400$ and once they renew the contract they will have to pay that much.  

Mine was not that certain nationality and I paid her more than what her govt fixed, which I thought is less…Her salary when converted into her currency was 30,000/-  

When you pay lesser than the standard rate they tend to run away...
