forget the car inspection . if it is first party insurance, then you need to go and transfer it under your name. The first owner have to sign otherwise if you need to go, you need to have an noc and his id copy. then you both go and do transfer of ownership.

if it is third party insurance, you both go to Traffic department and transfer ownership.
