I have been in Qatar a very very long time, yup I was born here, and I only learnt of Racism when I went away to study , I never felt discriminated in Qatar ever. If there is racism , its we who have brought it in, not the Qataris. If there is one place in the world you will learn to live with and understand cultures it is the middle east, No other place will have such a mix of nationalities under one roof. So appreciate Qatar for what they have to offer. If your husband did not get a job, maybe he is applying in the wrong place, or just maybe he is over qualified. Whatever the reason is - its not being racsist. The only racist comment was what you said about Indians and Philipinos, I wont speak for the indians, since you may say that I am taking up for them,as I am Indian. I will however speak for the Philipinos - they are a hard working community, you dont know how they have to struggle to get where they are. You wont understand them, unless you live and work among them , and if you think that they are not as educated as your husband, spend a little more time here in Qatar , and you will change your opinion. The same also holds true for Indians, and all the other nationalities . Also I would like to suggest that you offer to accept the job for the same salary as an Indian/Philipino would , just to show the employers that you are against racism, and I'm sure that you will be getting an offer soon.
