Jem - if your husband is well qualified and experienced, then he should be eligible for a work visa in Canada. Has he applied and been rejected? Or has he even tried?
Canadian visas are usually granted on (a) need for that particular qualification in Canada (b) qualifications + experience or (c) a + b + proof of offered employment or financial capability to set up their own business.
From what you say your husband is well qualified etc. has he applied for a work permit to Canada and then you could both get the "pay you feel you deserve" (which is a whole other discussion IMHO)?
This is NOT Canada, your husband is NOT a citizen either of Qatar or Canada (where he CAN be discriminated against on the basis of his nationality IF he isn't Canadian or a landed immigrant).
And as for a previous poster's comment - don't get me started on the pseudo Canadianese who get a Canadian passport after fulfilling the bare minimum immigrant requirements and have no intention of ever living or contributing to Canada after the passport is in hand. There are so many people who would be of value to Canada who can't or don't qualify and so many who abuse the Canadian (and other country's) immigration systems.
