I just don't understand why you would be spending so much money on ports and an airport and luring all the big names in hotel brands to Qatar, only to turn around and say that you don't really care if the tourism market suceeds or fails.
That would send a rather worrying message to investors that the government isn't really committed to trying to attract and retain tourists.
