I don't know much about getting Qatari driving license using your UK license. But, about the motorbike test, assuming that you're a rider, it's piece of cake.
First part - traffic signs, which is common to all. Then one have to ride inside the premise ( few posts - the zig zag thing) and do a circle. That's it.
It wil cost QR.900 for a new license (motorbike)which includes 15 days classes. Since you already have a license from another country, you can give a direct test, which might cause you few hundred riyals.
But, everything might change in few months. It's not clear what the new requirements will be.
Importing your bike - it's upto you. A friend of mine bought his first bike from the UK and imported it, so I assume it's not a hassle.
Cost - here it depends on the brand. Suzuki is by far the best (in my opinion), in price, resale value, ,maintainance. Honda, Kawasaki follows, stay away from Yamaha.
Triumph, Ducati, KTM - cost of maintaining a bit higher (again, my opinion).
Harley - They also have authroised dealer and people seem to be happy with them. They have a riding group and so on (not my area of interest)
There are few riding groups and you have Losail Internation Circuit, if you are interested in track days.
p.s: Don't assume that summer is the riding season, it's the opposite here. Everyone rides in the winter and go for vaccation in the summer. It's really hard to survive in the summer with only bike since the temp can reach upto 50-53c . You have to have a car.
