I also agree that Education is the best tool. But that tool should be used in right direction. Sexual education is greatly misdirected. Although vaccines are saving lives but making it easily available, accessible encourage the other behavior.

Education should be directed to realize them that it is not a joke or test-and-trial kind of thing. Take your action seriously, otherwise there are consequences. The way I see, it is more directed towards dont worry do it we have a cure for that.
