Unfortunately I can't comment on the average package for those in finance, I would assume it would vary depending on your level, experience, etc.

Also, try and negotiate your offer and see if they will bring it up for you if you are not content with the original offer. Just bear in mind, many of the gulf countries are not hiring as they used to be, so you may be quite lucky to have received an offer from Qatar.
I know a few people who have been trying for the past year to relocate to the Gulf and have had no luck.
