Is 31k a good offer?
I feel that comparable salaries are offered in th finance world in neighboring countries, but all with a lower cost of living than Qatar's.
I definitely have to say I still miss home, but, Qatar can be great if you make an active effort. It's easier for families here though. Single people can often have a hard time building a social network and keeping busy.
I have small children, so from that perspective, we are always out and about keeping busy, there is more to do back home for kids, but Qatar is changing all the time, and is beginning to offer more things for it's residents.

The thing is, I have many years of experience working in the gulf, and am actually lcky enough to have the dilemma of having to choose between jobs. Funnily, they are all within the same range, but I know that Qatar, despite being quite desolate, is an up and coming place.

I noticed that you are a US citizen. As a Western Expat, how have you found the quality of life in Qatar?
Unfortunately I can't comment on the average package for those in finance, I would assume it would vary depending on your level, experience, etc.
Also, try and negotiate your offer and see if they will bring it up for you if you are not content with the original offer. Just bear in mind, many of the gulf countries are not hiring as they used to be, so you may be quite lucky to have received an offer from Qatar.
I know a few people who have been trying for the past year to relocate to the Gulf and have had no luck.

I know for a fact that the UAE, Kuwait, Bahrain offer similar salaries but with a much much lower cost of living (i.e. rent) in the latter two. I was a bit surprised at the offer, again relative to what finance jobs pay in the region.
What is the average package for the finance world? or what would a range be? I felt 35-40k to be a bit more on par with the industry average.

it depends if that's your entire offer or just your basic salary.
Either way, you will still be able to have a decent lifestyle with savings.
Rents have dropped like mad in Doha, so if it is a package deal it won't be so bad.
Other things to consider are benefits - do you have children? Is their education paid for by the company? Medical benefits?etc,
As a basic salary, plus housing, etc, it will be quite good.
