Why not charge everyone an entry fee which can be used as a credit to shop in any outlet, similar to the 'first drink' charge in some pubs.
This will no doubt weed out those undesirables even more thoroughly.
They can even turn this into a great PR by cooperating with various constructions and other companies whereby their 'Laborer for the Month' will be awarded with 5 free tickets (to bring along his mates) to enjoy CC just like the wealthies do. It will motivate them to work even harder as it surely beat the friday afternoon loitering around Al Fardan.
