Should have introduced a VERY STEEP parking fee instead of a mere 1 or 2 riyals per hour.

Then they can a put a system whereby customers that spend more than a minimum amount of money (500 riyals?) in any the shops will be waived that parking fee.

It will have the additional benefit of reducing those undesirable window shoppers and bachelors and let the wealthies to shop in comfort.
