then you must not generalize , your rule is broken

qatar is considered as islamic country and follows the islamic rules .

since drinking is against islam rules then it should be prohibited in all areas for muslims .
and any action against that could hurt the other muslims by breaking these rules "men and women"

and if you are saying that only "potential hurt" then why they prohibited drunk people to drive in all the countries , it stays potential , they didn't kill some one YET.

what about drugs? it damages the societies , why they prohibit dealing with it , and in some countries they prohibit also drinking it?

the "high" person didn't hurt himself or others YET.
