You don't have to look too hard to find Qatari women drinking alcohol in restuarants in the W, the Hyatt, the Sheraton, or the Sharq - it's hardly as if there aren't Qatari females who drink. (I personally know a handful who admit to liking a drink.) They may be a minority, but they exist, and anyone who says otherwise is naive beyond words.
If it were up to me, either let all Qataris into bars (male or female) or keep them all out. I don't understand why anyone thinks it's okay to let in the guys, but ban the women. (And after seeing the behaviour of Qatari men in the Ramada bar, I would prefer it if they banned them all!)
