To QatariLady.
With all due respect first off, rape is not a crime of passion it is a crime of control. Rape has nothing to do with whether the victim is scantily dressed or covered head to toe. A rapist rarely talks about being "turned on" as a precursor for his crime. A woman is often villefied for what she was or wasn't wearing falsely. In western countries rape can occur even for the aged. There are 90 year old women raped, there are children raped and everyone in between.
Do NOT condescend to the people that post here by saying that rape rarely occurs here. Rape occurs under your very noses every time a housemaid is raped by her
"master". Those are almost never reported. The incidences are very high in Qatar just are hushed up. Although I believe a woman should be modest in her dress in any country simply because there should be a decent standard set, I do not believe simply by asking a woman to cover her shoulders will stave off the lustful gazes. Let's not talk about the indecencies of the arabs when they go abroad for a moment. Let's draw your attention to the depravities occuring in the house parties that do go on in this country and countries across the GCC. Yes, rape does run rampant in GCC countries, it is just couched under several different names and excuses.
