It's not. It's a voluntary organisation run by people who give up what little spare time they have to try and help animals in Qatar. The government refuses to give them charity status so they cannot accept donations from companies who wish to help them. They rely solely on the kindness of other animal lovers in Qatar.
Perhaps you should consider offering them your help or a small donation, rather than slandering them without actually understanding what they do or how they work.
As you appear to be a concerned animal lover I hope you took the stray cats near your former accommodation to the government vets and got them neutered (for free).
