Also depends on whether male or female and for what purpose the decision is for . If its for breeding purposes only I would suggest that it be when the female is at her physical ane reproductive peak ,and for the male , at an age when he would be at his physically strongest and most potent stage.
It would be different based on waht the criteria is .
