As i explained in the vanished thread, this has nothing to do with nationality and more to do with the amount of work done.IT professionals from the west, usually don't accept to be the system administrator, software developer & network analyst at the same time. In government corporations where most of the projects are outsourced (and very few are done in-house), it is expected that IT professional to be incharge of all IT related work (Administrator, industrial & engineering).
I kind of agree with you though, when it comes to the sub -continent. As we have to shuffle through 100's of applicants(online or through HR) with very limited candidate from else where.
