Allah forgives all times and Allah loves forgiving all times for all sins (except Associating something with him) but Ramadan is extra exception because the level of forgiving in ramadan is very high, imagine there is one night which is equal to 1000 months. that is more then the life of average person.

that is why its encouraged for the people to take extra efforts to forgive in Ramadan, why shouldn't we forgive when God forgives so much.
