-->Again I said, let him go to Human Rights Commission, and let the HR Committee handle his case, they may contact some dept. (e.i. Labor and others) to sort it out. If nothing happen, at least he did his part before saying bye bye!

Or another option... if he knows someone (a big fish) who knows his employer to speak and ask NOC for him.
