All the cities you mentioned have a longer history as cities than Doha has , thus they have held it before.
A city is not buildings or money.
Don't be upset , Doha was never going to be chosen for a myriad of reasons. they have done the country a favour by rejecting it now before they spend millions just to be rejected later.
