hi...in Qatar apply for good profession RP there should be a digree certificate attested from concered authority,if you still in INDIA please take your certificate to the ministry of higher education(mumbai) get stamp from there,then bring it to the home dipartment for signature verification of MHE,then send to Qatar embasy in MUmbai.otherwise you can attest it from here in Doha Indian embassy(but must get stamped from home dipartment in India).but better do all this from India (it chaep and time saving) if you allready in Qatar.send to your relative for all this process.
