Your sim has got a pin code and puk code for security purpose. If you use a wrong pin twice your sim will get blocked and in order to open that you should enter the PUK code given to you from Qtel with your sim card. If you lost the PUK also then contact QTel to for a new PIN and PUK but they will probably charge you.
