Most airlines will not carry breeds like Persians (with smooshed in faces/noses) because of possible breathing problems.

You will need a Qatari import certificate from the Qatar Dept of Agriculture.  In order to get one, you will need proof of vaccinations (including rabies within a certain timeline) a certificate issued by the Dept of Agriculture vet in your home country specifying the animal is healthy and has all vaccinations and microchipping.
