in the Philippines, certificate attestation/authentication does not require original certificate to be stamped on it...whether it's laminated or not is not a problem..
only a photocopy of certificate is required and then the university will send it to CHED (commission on higher educ.) then to ministry of foreign affairs where it will be authenticated as true document with red ribbon...
this document with red ribbon will be the one to be submitted to phil embassy here in qatar for stamping afterwhich will be sent to qatar foreign affairs for final stamping....
